Paul Put's men netted first through Farouk Chafai, but failed to win as they remain placed at number one with eight points.
USM Alger will now hope to win as they wrap up their group stage campaign against Zimbabwe's Caps United at home on July 07.
Although the Libyan giants were the favourites and under pressure to claim a victory at home, they did not have a bright start in their fifth group match.
Despite pushing to find an early goal, they were stunned by Farouk Chafai's goal in the 16th minute.
However, following their resilience coach Talaat Youssef's men were rewarded in the 38th minute when Anis Saltou made it 1-1.
Tripoli improved their attack after the equalising goal and were awarded a set piece in the 41st minute, but Alger cleared the lines following a goal mouth scramble.
It was 1-1 at half time.
Coming into the second half the hosts thought they took the lead when Sameh Derbali scored in the 49th minute, but his goal was disallowed.
Coach Paul Put's men were not threatening in the second stanza as they only had one shot on target, with the other one going wide.
Meanwhile, the draw means the hosts sit at number two with eight points, separated by goal difference from leaders Alger.
However, they will finish their group assignments when they visit Egyptian giants Zamalek away on Friday, July 07.
